The Palace Hotel, Jersey's finest in the 1930s, was requisitioned by the Germans during the Occupation and destroyed by fire and an explosion, leading to one of the many claims for compensation after the Liberation. This page contains a list summarising over 500 of those claims for which the paper files are now held by Jersey Archive.

Some of these summaries just give a name or names of the claimant, with no further details. Others include the amount being claimed. All these records include the dates covering the period during which the paperwork was accumulated at the Bailiff's Chambers and Jersey Archive's reference number.

Palace Hotel

The Palace Hotel in St Saviour was one of Jersey's largest, and arguably the finest hotel in the years immediately before the war, which saw a dramatic growth in tourism. When the Germans invaded they requisitioned the hotel and used it as accommodation for troops throughout the Occupation.

In 1945 it was being used by German troops planning a raid on Granville, when the Cherbourg Peninsular was in Allied hands. A fire broke out, possibly an act of sabotage, although this has never been proved, and in a desperate attempt to put it out it was decided to use explosives and blow a fire-break. Unfortunately, the explosion caused much more damage than planned and much of the building was destroyed.

After the Occupation the owners claimed for the damage to the hotel under the Channel Islands Rehabilitation Scheme. It had been more or less destroyed by fire after the explosion - and the claim was for £50,374:3:10d, plus one or two other minor claims for outbuildings, etc. The bang was big - Charles Langlois, near Swiss Valley, claimed £30 for damage to his greenhouses from the blast - a fair way away from the blast site.

The Palace Hotel claim was probably the largest to be made to the Rehabilitation Scheme Committee. Mr Langlois' claim was by no means the smallest.

Chateau Plaisir before the war

Chateau Plaisir

Before the war Chateau Plaisir was a holiday camp on the shore of St Ouen's Bay. There was a central building surrounded by a large number of wooden chalets. It was requisitioned by the Germans in March 1942 and demolished to make way for bunkers and other concrete coastal defences. After the war Captain R R Kane, of 14 The Terrace, Grosvenor Street, St Helier, made a claim for the loss incurred by the company owning the Chateau Plaisir, and following a report from the Committee of Natural Beauties, permission was given to erect a hotel on the site.

This permit was probably of far greater value than any financial compensation for the loss of the original holiday camp would have been.

Missing furniture

One of the claims listed was made by J E Bradnam for the return of his furniture by J Le M Le Boutillier, of Walnut Farm, St Ouen.

The exact nature of this claim is not disclosed, but many islanders who decided to leave the island in the days leading up to the Occupation, did not want to leave their homes full of their furniture and other possessions, and entrusted them to the care of friends and neighbours.

Records reveal that in some cases they were unable to reclaim what was rightfully theirs on their return home after the Liberation, and this claim may be an example of such circumstances.

Personal trauma

Other claims were even more personal than the loss of possessions. A claim for compensation for physical and mental damage was made by J P Ross, then living at the Scotia Hotel, Great King Street, Edinburgh, who had earlier, along with hundreds of other island residents, been deported from Jersey on the insistance of the occupying forces.

Claims were also received on behalf of 'victims of Nazi persecution', some after many years. On file is a request for notes for guidance and an application form from the Foreign Office regarding the cases of Flavien Emile Barbier, William John Windebank, Ronald Beer, H J Hayes, J M Latter, Mrs E L Ogier, and Mrs G M Carter. This appears to have been received in 1959, over 14 years after the end of the war, and the file was active until 4 January 1966.

Late claim

The latest claim received appears to be that of Pierre Wersinger and W S Taylor, for compensation for property destroyed at Rue des Laveurs, St Ouen. The claim was submitted on 28 August 1965 and the file was closed 11 years later.

Claims small and large

Other claims were made for what, today, would seem trivial amounts, but in monetary values of the 1940s were nevertheless sums of some significance. And no doubt, whatever the actual sums involved, were considered to be important by those making the claims:

  • The details of the claim of J S Beaugie, of Les Vaux, Fief du Roi, St Martin, are not known, but he estimated his loss at £6.
  • Philip Winter Giot was one of a number to claim for damage to a boat. His demand was for £30.
  • The summary of Colonel L Sabourdin's claim for gold deposited in Lloyds Bank, confiscated by the German Authorities, does not disclose the amount of his claim
  • One of the largest claims by an individual was Emmeline Grace Rice's for damage at Upper Egypt Farm, Ville a L'Eveque, Trinity, which she estimated at £6975
  • Southern and Great Western Railways claimed £495 9s 2d for damage to their terminals on the Albert and North Quays at St Helier Harbour
  • L W Prime, censor in the Postal and Telegraphic Censorship Service, claimed an unknown amount for salary not received

Holiday chalets

Before the war the coastline in St Ouen's Bay was dotted with holiday chalets, many of which had been built on public or common land. All were demolished by the Germans because they were in the way of their coastal defences and some on the line of the sea wall which they constructed.

Many owners claimed for the loss of their chalets, some for sums up to £1,000, which even by money values of the time seems excessive. It is believed that most of these claims were rejected, and many islanders came to believe, as the bay was progressively returned to a more natural state in the second half of the 20th century, that one of the few favours their occupiers did Jersey was to rid it of these holiday chalets which littered the shoreline, particularly here and in Ouaisne Bay.

But not all were happy, and among the documents on file is B/A/L10/25, an anonymous letter expressing dissatisfaction at the refusal of the rehabilitation committee to compensate for the loss of seaside bungalows. It was received on 4 April 4 1946 and the file was closed five days later.

Hotels

Many claims were for damage to hotels, requisitioned at the start of the Occupation as accommodation for troops. Most of these were in a very poor condition by the end of the war, and some were fit only for demolition and rebuilding
