I am fairly sure that this photo is of my great grandmother Elizabeth Sinel, daughter of George Sinel and Phoebe Ann Davis. While I can't be absolutely sure, there are distinct similarities to other photos in my possession and featured on the Sinel Family Home Page (Bessie Sinel with her husband William Macdonald).
