Group value as part of Eagle Terrace, which was built by John Phillips in 1840s, but with a substantially remodelled late Victorian exterior in the classical style.

Three-bay, three-storey with basement. Front elevation: Slate roof. Substantially remodelled in the classical style with rusticated banded stucco, balcony to first floor level and moulded window surrounds. French windows on ground floor. Ground floor bay window and integrated porch with garlanded Ionic pilasters. Door set in panelled reveal. Four-panel timber door with roll moulding down centre and single pane overlight. Rear elevation: Slate roof, new dormers
